On February 5th, the Office of Hai Chau District People’s Committee (Da Nang) said that Mr. Le Anh, Chairman of Hai Chau District People’s Committee has just issued Decision No. 17 / QD-UBND approving the results of selection of investors for pilot projects: Walking Street – Bach Dang Night Market.
Accordingly, Saigon Sea Star Joint Stock Company – Da Nang Branch is the investor selected to pilot the organization of the Walking Street – Bach Dang Night Market (located in Binh Thuan and Hoa Thuan Dong wards, Hai Chau District). The duration of the pilot contract is 10 years. The project is invested in the form of 100% socialized capital, without using state budget.
Under the contract, Saigon Sea Star Joint Stock Company was assigned to invest, exploit and operate the project; not transfer or authorize another party to invest, exploit and operate the project in any form; and have to coordinate with related units to implement the project in accordance with committed schedule.
Investors must also commit to fully investing in all required items under the project built by Hai Chau District People’s Committee. At the same time, the company has to pay the temporary fee of using the road and pavements with the specific rate for 2020 of 1.4 billion dong. From 2021 onwards, the company will be charged according to the fee set by Da Nang City People’s Council.
Chairman of Hai Chau District People’s Committee requested the time to complete the investment items and put the pedestrian street project – Bach Dang night market into trial operation before March 15, 2020 to overcome shortcomings and limitations in the implementation process. Project launching is expected to be on March 29, 2020.
According to the Decision of Hai Chau District People’s Committee, the pilot project to organize the Walking Street – Bach Dang Night Market has a total area of about 2.2 ha, a length of 650m. The road has a width of 36m, including a road width of 15m, the pavement on the West side of 9m wide, and the pavement on the East side of 12m wide.
There will be functional areas: The pedestrian street is the extended Bach Dang road, an area of 9,750m2; the night market (on the sidewalk on the banks of the Han River), with 202 mobile stalls (the standard size of the stall is 2m x 3m; or 5m x 6m) with 5 main items.
Accordingly, the souvenir shop has 38 standard booths; fashion stall includes 42 standard booths; food stall with 95 standard stalls and 4 large stalls; service stall includes 15 standard booths; Art and culture stall consists of 8 standard booths. The total area of the booths is 1,308m2; including 198 standard stalls and 4 large stalls.
There is also an event space of 3,300m2, including 1,000m2 performance stage, 2,300m2 stands; street art performance space (4 zones) with a total area of 1,200m2. There is also a public utility area (6 zones) on the sidewalk of the Han River with a total area of 1,500m2.
Operation time is from 18:00 pm to 2:00 am.
