On the afternoon of December 11, at the 5th Session of the 10th Da Nang City People’s Council (term 2021–2026), delegates voted to adopt the draft Resolution on the Socio-economic Development and National Defense–Security Plan for 2026.
Accordingly, the City People’s Council agreed on a GRDP growth target of 11% or higher in 2026. Of this, value added in the service sector is expected to increase by 11.5–12.5%, continuing to play a leading role. The industry–construction sector is projected to grow by 12.5–13.5% (with industry increasing by 10.5–11.5% and construction by 19–20%). The agriculture, forestry and fisheries sector is expected to grow by 3–3.5%.

The economic structure is set to remain stable, with services accounting for 56–56.5%, industry–construction 26–27%, agriculture, forestry and fisheries 6–6.5%, and taxes less subsidies on products 11.5–12%. The city’s total GRDP is estimated to exceed VND 367 trillion, while GRDP per capita is projected at USD 4,900–5,000. Total investment capital implemented is expected to equal 26–27% of GRDP.
The city targets an over-10% increase in state budget revenue collected locally. The Industrial Production Index (IIP) is expected to rise by 9–10%. Merchandise exports are projected to grow by 11–12%, while imports are forecast to increase by 7–8% compared to 2025. Total retail sales of goods are expected to increase by 16–18%. Total guest arrivals served by accommodation establishments are projected to rise by 12–13%, while revenue from accommodation, travel services and food services is expected to increase by 16–17%.
In the culture and social sector, the Resolution sets targets for the proportion of schools meeting national standards in 2026 as follows: preschools 45%, primary schools 45%, lower secondary schools 57%, and upper secondary schools 20%.
The number of hospital beds is expected to reach 67.78 beds per 10,000 people. The proportion of communes meeting new rural standards under the 2026–2030 criteria is targeted at at least 11.4% (approximately 8 out of 70 communes). The trained labor force rate is projected to reach 73.5%, of which 37.4% will hold degrees or certificates.
The city’s multidimensional poverty rate is estimated at 4.69%, including 1.31% in urban areas and 8.58% in rural areas. The proportion of the working-age labor force participating in social insurance is expected to reach 42.37%, including 5.99% enrolled in voluntary social insurance, while health insurance coverage among residents is projected at 93.67%.
The proportion of the urban population with access to clean water is targeted at 100%, while rural areas are expected to reach 65%. The collection and treatment rate of urban domestic solid waste is projected at 99.9%, and the collection rate of hazardous waste at 99.5%. The forest coverage rate is expected to reach 58.06%. In terms of national defense, the city aims to ensure 100% fulfillment of military conscription targets.
The Resolution outlines key tasks and solutions to effectively achieve these targets. The city will focus on implementing special mechanisms and policies, promptly addressing difficulties, and unlocking and effectively mobilizing development resources.
Da Nang will establish a new growth model, restructure the economy, and promote industrialization and modernization based on science and technology, innovation, and digital transformation. The city will accelerate the disbursement of public investment capital, ensure construction quality, prevent corruption, misconduct and waste, and strive to disburse 100% of the planned capital.
At the same time, the city will continue to effectively implement the key resolutions of the Politburo, with a focus on developing science and technology, innovation and digital transformation, improving institutions, and promoting the private sector economy.
Efforts will be intensified to resolve long-standing and delayed projects, address obstacles identified in inspection and audit conclusions, State Audit findings, and legally effective court judgments.
The construction permitting process will be improved in a more flexible manner to facilitate private housing projects. The culture and social sector will continue to receive attention through the expansion of social welfare policies and improvements in the quality of life for residents.
The city will also review and assess conditions to ensure the effective operation of the government apparatus, while strengthening state management of religion and belief. In the area of national defense and security, Da Nang will implement measures to ensure absolute safety for the activities of Party and State leaders, international delegations, key projects, and major political, economic, cultural and social events.
Efforts to safeguard internal political security will be strengthened in conjunction with preparations for the 14th National Party Congress. The city will deploy comprehensive measures to reduce crime, ensure traffic safety across all three criteria, enhance patrols and controls, and strictly handle violations.
