The City People’s Committee has just issued Official Letter No. 4930 / UBND-SYT on July 27, 2020 on the implementation of measures to prevent and control COVID-19 in the new situation, under the direction of the Prime Minister at the regular meeting of Government’s Standing Committee on COVID-19 epidemic prevention and control on July 27, 2020.
Accordingly, executing social isolation in accordance with Directive No. 16 / CT-TTg dated March 31, 2020 of the Prime Minister on the implementation of urgent measures to prevent and control COVID-19 pandemic in the following districts: Hai Chau, Thanh Khe, Son Tra, Ngu Hanh Son, Cam Le and Lien Chieu within 15 days, starting from 0:00 on July 28, 2020.
Specifically, the family isolates from the family, the residential group isolates from the residential group, the ward is separated from the ward, the district is separated from the district; workshops and manufacturing plants must ensure a safe distance and all staff shall wear masks and disinfect the units as prescribed.
Request people to stay home, only go out if necessary, such as buying food, medicine, in emergency, working at factories, manufacturing facilities, business and service establishments. Essential goods stores remain open but must strictly keep the minimum of 2 meter in conversation. Do not gather of over 2 people outside the workplace, school, hospital and in public.
Temporarily suspend operation of fixed passenger transport routes to and from Da Nang; Stop the operation of taxi, contract cars, tourist cars, electric cars and inland waterway transport in Da Nang; Stop all city bus within the city and adjacent bus routes; Stop inland waterway transport business in Da Nang city. This excludes special cases of public duties and provision of food and essential necessities along with shuttle buses for workers, experts of enterprises, and production materials.
The following entities can still open, including clinics; pharmacies; petrol; banks; post offices and Telecommunication; Notarized; electricity and water supply; factories and production facilities. For markets, supermarkets, shopping centers, grocery stores and convenience stores, only food and foodstuffs can be sold.
With regard to the provision of ready-to-eat food, industrial catering units and collective kitchens, these are permitted to operate but must ensure epidemic prevention and food safety; food and drink shops may only be sold online or takeaway.
The City People’s Committee requires people in the 6 above-mentioned districts to voluntarily comply with the requirements and measures to prevent and control the outbreak, to actively participate in voluntary medical declarations, to fully implement measures to protect themselves, their families and participate responsibly with epidemic prevention and control activities of functional agencies and the community; the heads of enterprises, production and trading establishments of goods and services are responsible for applying epidemic prevention and control measures at their establishments, guaranteeing the health and safety for laborers. Nevertheless, the competent authorities shall consider and decide in special cases.
Quarantine 3 hospitals: Hospital C (Ministry of Health), Da Nang Hospital, Da Nang Orthopedic and Rehabilitation Hospital and isolate the following roads: Quang Trung Street (from Nguyen Thi Minh Khai – Quang Trung to the node Dong Da – Quang Trung); Hai Phong road (from Hai Phong – Nguyen Thi Minh Khai intersection to Hai Phong – Ong Ich Khiem); section of Ong Ich Khiem (Ong Ich Khiem – Hai Phong intersection to Ong Ich Khiem – Dong Da intersection) and Nguyen Thi Minh Khai street (from Quang Trung – Nguyen Thi Minh Khai intersection to Nguyen Thi Minh Khai – Hai Phong intersection). This is effective from 0:00 on July 28, 2020 until further notice.
Particularly in Hoa Vang district, implement social distancing and measures to prevent and control COVID-19 epidemic under the Prime Minister’s Directive No. 19 / CT-TTg of April 24, 2020 on continued implementation of COVID-19 epidemic prevention measures in the new situation and Official Letter No. 4869 / UBND-SYT dated July 25, 2020 of the Chairman of the City People’s Committee on urgently implementing measures to prevent and control COVID- 19.
The City People’s Committee assigned the Department of Health to preside and coordinate with the City Police and relevant local People’s Committees to organize the blockade of the above-mentioned areas in compliance with COVID-19 prevention and control regulations. Meanwhile, they shall continuously coordinate with agencies, units, localities to monitor, shortlist, take samples and apply isolation measures or appropriate medical interventions in the next cases of close contact with infected patients as well as other high-risk cases; carry out extensive review and testing suitable to each target group.
The Department of Health take charge of enabling the employment of the field hospital if in need; immediately arrange equipment and human resources for COVID-19 testing and contact Hue Central Hospital and other competent testing facilities for extra support of COVID-19 testing.
In addition, direct medical examination and treatment facilities to urgently propagate, mobilize and take arrangements to receive and support mild-negative patients with COVID-19 under treatment at Da Nang Hospital; direct and coordinate with Hospital C, Da Nang Hospital, Da Nang Orthopedics and Rehabilitation Hospital to create a list of patients who passed away and who have been discharged along with their family members, from July 12, 2020 so that those could be supervised and self-isolated at their residential areas.
The City People’s Committee allocates the Department of Information and Communications to guide the city people to install Bluezone app, isolation monitoring and contact-tracing tools; instruct and urge newspaper, radio and grassroots information systems to encourage people leaving Da Nang City to report to the nearest health agencies and local governments on arrival to undertake anti-epidemic measures as prescribed. Also, the Department shall direct the city’s Public Service Information Center to notify city citizens the new policy regarding the prevention and control of COVID-19.
The city police are responsible for coordinating with the Department of Health to urgently verify additional locations and cases involving COVID-19 patients in the city. Expeditiously build plans, arrange forces, consult the City People’s Committee on blockade of the infected locations.
Then, coordinate with Districts People’s Committees and relevant agencies and units to supervise social distancing in the area, promptly rectify and strictly handle any violations against disease prevention and control. In addition, continue to carry out “going to each lane, knocking on each house, scanning every object”, making a list of all subjects of illegal entry into Vietnam; organize isolation, epidemiological investigation, sampling and other prevention and control measures under the guidance of the Ministry of Health.
The City Military Command takes responsibility of actively coordinating with Da Nang Hospital, Department of Transport and other relevant units to transport patient’s family members in Da Nang Hospital to the isolation designated areas managed by Military Region 5; dispatch forces to coordinate with police, localities and related forces to carry out the blockade.
City People’s Committee requested the City Market Management Department to strengthen inspection and control of the market; supervise and handle enterprises, business households who hoard goods and unreasonably raise prices of masks, hand sanitizers, food and daily necessities.
At the same time, in collaboration with the Department of Industry and Trade in Da Nang to collaborate with the units producing and trading medical masks, antiseptic hand-washing liquid, medical supplies and equipment; food and foodstuff in the city; implement the plan of goods reserve and ensure sufficient supply of medical equipment, consumer goods, food, and necessities for people in Da Nang.
The Municipal Market Management Department is responsible for organizing propaganda, recommending and signing commitments with individuals and organizations dealing in medical masks, antiseptic hand-washing liquid and medical materials; food and essential necessities; strictly apply price listing; do not raise unreasoning prices; not giving misleading information on markets and commodity prices; no fraud on prices; not taking advantage of economic crisis, natural disasters, enemy sabotage, fire, epidemics and abnormal conditions, not taking advantage of the State’s policies to speculate and hoard goods.
The City People’s Committee also appointed the People’s Committees of Hai Chau, Thanh Khe, Son Tra, Ngu Hanh Son, Lien Chieu and Cam Le districts to take the lead and coordinate with the police forces to supervise social distancing in the area; propagating and strictly tackling any violations as regulated such as not wearing a mask, not performing physical distancing, not disinfecting hands …; closely coordinate with the health sector and functional agencies to effectively undertake the measures to prevent and control COVID-19 in the management area, especially during the lockdown.
The People’s Committee of Hoa Vang district shall report to the Party Committees and organize social distancing and measures to prevent and combat COVID-19; closely monitor the situation and evolution of the epidemic in the area and synchronize with the Department of Health to promptly propose the deployment of appropriate epidemic prevention and control measures.
The City People’s Committee requires the Chairman of the Districts People’s Committees to directly lead the implementation and take responsibility for the prevention and control of COVID-19 according to the directed contents.
Also, the Vietnam Fatherland Front Committee of Da Nang City is requested to call on organizations and individuals to actively participate in the prevention and control of COVID-19 and support resources to serve quarantined areas and concentrated isolation facilities in the city.
