Da Nang – 01 in 04 Case Cities in the World chosen to research “Rapid Planning”

The research work will be based on practical experiences in the case cities of Kigali (Rwanda), Da Nang (Vietnam), and Assiut (Egypt) and will be directly put into action globally carried out by German Federal Ministry of Education and Research (BMBF).

On March 10, the International Workshop “Kick off Workshop Rapid Planning in Da Nang City” held by UN-Habitat in Vietnam together with Da Nang Institute of Socio-Economy Development attracted national and international experts.

According to Mr. Nguyen Ngoc Tuan, Vice Chairman of Da Nang City, “Rapid Planning” is an action oriented research project seeking to develop a rapid trans-sectoral urban planning methodology with a focus on urban basic services infrastructure, specifically targeting supply and disposal infrastructure. The Project is carried out by the Association of Public-Private Organizations of Germany sponsored by BMBF and UN-Habitat.

After a carefully selection, in June 2014, Da Nang was chosen to be one of the four case cities in the world to receive support to implement the project, aiming to build urban planning policy in a long term, environment friendly with high competitive index internationally.

According to Dr. Nguyen Quang, Director of UN-Habitat in Vietnam, the globalization and urbanization is rapidly increasing globally. This is a necessary direction due to its economic motivations, employment, increasing living condition for citizens.

However, during the urbanization, the models in the past brought disadvantages with environment problems, infrastructure provision, making slums…in the world. Besides, lacking of infrastructure, unemployment…due to the over-urbanization, exceeded the environment limit, consumed a large amount of energy and natural resources.

Therefore, there must be a new approach to the urbanization. In 2016, UN-Habitat will hold a workshop for the 3rd time mentioning the threats of the urbanization globally and bringing out the program of urbanization. In this situation, the Project “Rapid Planning” is proposed based on the Research Study “The Future Major Urban” held by BMBF in 2005.

“The project aims to find the solution for the urbanization problems. The urbanization process will have to bring out the ideas, solutions for the future demands, as well as increase the competitiveness of the cities, making a better use of land and water resources.” – Dr. Nguyen Quang emphasized.

According to him, “Rapid Planning” is the approaching method with real problems. If the general planning sometimes leads to “Hanging Planning”, “Rapid Planning” is how to approach to general planning quickly, combining problems of infrastructure, waste and wastewater treatment, optimizing energy resources…For example, waste will become fertilizer to save sources.

The Project carries the mission of minimizing the damage of climate change in Da Nang by building the green infrastructure with water treatment.

“The research work will be designed in a global scale, based on practical experiences in the case cities of Kigali (Rwanda), Da Nang (Vietnam), Assiut (Egypt) and Frankfurt (Germany) will be directly put into action. Frankfurt (Main) as German project city will provide experiences to the other case cities but will also learn from the trans-sectoral approach that is not yet part of the city’s urban planning activity.”, said Mr. Dieter Steinbach, Leader of “Rapid Planning” Project.

The budget for the Project “Rapid Planning” in Da Nang will take 410,000 Euros, the implementation period will be from March 2015 to March 2019 with a critical analysis report in December 2016. The Project carries the mission of minimizing the damage of climate change in Da Nang by building the green infrastructure with water treatment
